Fiscal Affairs

Fiscal Affairs is a policy making position directing the financial program operations for the Court.

Responsibilities

This position:

  • Plans, directs and administers budget, financial and other administrative matters affecting all program areas - Work is performed with direction from the Court Administrator and the Judges' Budget Committee. Assignments are complex in nature and are carried out in accordance with administrative principles, court policies and government regulations.
  • Manages fiscal affairs of the Court of Common Pleas
  • Coordinates preparation and management of consolidated Court budget totaling over $50 million and forty(40) major accounting areas
  • Designs annual court budgets in collaboration with President Judge, Court Administrator and three-judge budget committee
  • Monitors and audits the work of 25 to 30 fiscal staff assigned to individual court departments including:
    • Main Court Administration
    • Domestic Relations
    • Law Library
    • Court Stenographers
    • Adult Probation
    • Juvenile Probation
    • Youth Center
    • Magisterial District Judge System
  • Contributes to all aspects of court administration including:
    • Long range planning
    • Facilities management
    • Purchasing
    • Community and public education
    • Information systems planning and administration
    • Program planning
    • Grant management
  • Helps maintain positive labor relations in unionized environment
  • Represents court at budget hearings, negotiations and problem solving sessions
  • Supervises all financial transactions including purchase requisitions, purchase orders, payments, credits and refund transactions
  • Gathers data and prepares grant proposals as requested
  • Represents judicial system during audits of financial transactions as required
  • Reviews audit reports and prepares response as requested
  • Analyzes proposed programs, policies and legislation for budget impact
